Before the contest we will be operating 2 stations on all the HF bands, including the WARC bands and 160 meters. Operation is also planned for 6 meters. Modes of operation will be CW, SSB, and RTTY.

Before the contest we will be emphasizing operation on the low bands and WARC bands, propagation permitting. During the contest we will be operating as Multi/Single working all HF bands except the WARC bands. Propagation information for the various bands prepared by Bob Brown, NM7M, is available on the VK9LX web site.

The ICOM Radio Club, OE1XIC, Vienna and a DX group led by OE2GRP are planning a DXpedition to Libya in early September 1997. We should arrive in Tripoli on Sunday, 31st August and shall be qrv until Sunday, 7th September. We will be on air from 160 thru 2m in all modes.

Our callsign will be 5A28 (five-alpha-two-eight) due to the 28th anniversary of the Libyan Revolution.

" We are very sorry to announce that 3C0DX must to be delayed.

Guinea's authorities in the very last minute say: "NO". Everything was ready: materials, equipments, operators, flying tickets, medical insurance, money enough for the big expedition and the authorities say, three days before leaving: "NO" to 11 of the 13 operators.
URE’s HQ had work very hard and still are doing it.

New expedition schedule is October, 11, in order to have a good expectative of low bands propagation together with the needed time to solve the problems. Now, all of us are very sorry because everyone at URE had worked very, very hard. They had worked many hours a day and it showed up as perfect organization. We’ll keep going on and working to make 3CØDX a reality for all of you in the very next future. The whole thing it is organize, so now it depends on the "OK" from Guinea's Authorities.

Annobon Island Expedition - Cancelled

" The May 20-27 3CØDX Annobon Island expedition sponsored by U.R.E. has been cancelled for now, according to a highly reliable source.

The core group of EA operators is reported to have been unsuccessful in obtaining visas for Annobon from the embassy (Equatorial Guinea) in Madrid as late as Friday, May 16.

Other members of the team apparently had visas in hand but the group decided to postpone the operation until all members could go as a team. It is hoped that those who organized the expedition will be able to obtain visas at a later date and announce a new schedule for this major expedition.

It seems everything is ready. Next May, 20th, from Madrid's "Barajas" Airport to little Pale's jungle Annobon’s Airport, "twelve plus one" operators will be in one of the most wonderfull experience on radio: THE DXPEDITION. The callsign will be: 3CØDX.

Operation frequencies to SSB: 1845, 3795, 7065, 14195, 18145, 21295, 24945, 28495, 50133 and downlinks from Satellites at 29380 and 29430.
For CW: 1833, 3503, 7003, 10103, 14023, 18023, 21023, 24893, 28023 and for the "magic" band at 50090.

[Note: I just received the following information by telephone from several of the BS7H 1997 team members who are still in Guangzhou. I realize that the DX community has been waiting very patiently for this information, however, I have not had the complete story myself until this time. Because of the obvious political sensitivities, it was my decision not to release anything regarding the early shut down of operations until I could verify the full details with the operating team. Your understanding is appreciated. - N4GN]

And now the story you've all been waiting for . . .

As has been widely reported in the media, the Philippine government announced on 28 April (within hours of the BS7H/MM departure from Guangzhou) that three Chinese military ships had been spotted in the area around Mischief Reef in the Spratly Islands. Mischief Reef is claimed by both the Philippines and China. Philippine President Fidel Ramos immediately lodged an official diplomatic protest with Beijing and ordered increased Navy and Air Force presence in the area.

Although the Spratly Islands lie some 300 miles to the south of Scarborough Reef, news of the escalating tensions in the region was immediately relayed to the BS7H crew. The expedition to Scarborough actually involved two P.R.C. Ocean Bureau vessels--one carrying the BS7H team with an Ocean Bureau crew, the other carrying only Ocean Bureau personnel. The two Ocean Bureau captains were disturbed by the news from the Spratly Islands, but everyone agreed to press on toward Scarborough.

On the first day of on-the-air operations by BS7H (30 April), two Philippine military reconnaisance jets overflew the reef at low altitude. Then, late on 01 May, a Philippine Navy ship arrived at the reef, eventually followed by a second Philippine military vessel.

Philippine Navy officers visited each of the three BS7H operating sites. They were reported to be very friendly--even bringing medicine to relieve the gastrointestinal ills suffered by some of the BS7H team! In discussions with the BS7H team and the captain of the lead Ocean Bureau vessel, however, the officers asserted the Philippine position that Scarborough Reef lies within the 200 nautical mile Exclusive Economic Zone (EEZ) claimed by the Philippines.

It is important to note that the Philippine officers admitted that there is no Philippine claim to the reef itself. The captain of the lead Ocean Bureau ship, of course, stated the Chinese position that Scarborough Reef is P.R.C. territory and provides the baseline for a 12 nautical mile Territorial Sea (TS) surrounding the reef. [Despite recent speculation posted to the DX reflector, China is the undisputed owner of Scarborough Reef. Substantial evidence supporting this fact was submitted to the ARRL DX Advisory Committee, including official statements from the Philippine government. - N4GN]

At first, the Philippine Navy seemed to be concerned that the amateur radio operations of BS7H were somehow an ’economic activity’ subject to treatment under an EEZ claim similar to commercial fishing or oil drilling. But after observing the pileup operations, this concern was apparently satisfied. Still, the Navy officers insisted that it was O.K. for the P.R.C. ships to safely pass through the Philippine-claimed EEZ, but that they should not stop in any one place for a prolonged period of time. [This does not appear to be in accordance with the Third U.N. Convention on the Law of the Sea (UNCLOS III). - N4GN]

The captain of the lead Ocean Bureau ship was unable to reach any agreement with the Philippine Navy officers on this point. Finally, wishing to avoid a further escalation of tensions, the Ocean Bureau captains made the decision to leave the reef and return to Guangzhou, cutting the planned seven-day BS7H operation down to only three days.

" Everything is already, 15 days and countdown...

The 3CØDX Team will leave from the Madrid airport in Spain, this 19th at 18:30 UTC. They’ll arrive to Paris, France 2 hours later and take a plane to Libreville, Gabon at 03:00 UTC on the 20th. Six hours more and Africa will be under there feet. Then two little planes will take them and the equipment to the island in about 2 hours more, flying over the Gulf of Guinea. A long way from Europe to Africa to be a whole week, 24 hours a day, transmiting, all bands, all modes including Satellites.

Boken om ett världsrekordförsök i att ensam segla nonstop jorden runt med minsta båt någonsin.

Det som driver mig framåt som äventyrare är drömmen om den optimala utmaningen. En nivå som helt bestäms av mina tidigare erfarenheter, kunskaper och önskad överlevnadsmarginal. Jag har alltid drömt mej bort i helt otroliga projekt, som dessutom stegrats i svårighetsgrad genom åren, allt eftersom de klarats av.

Inför detta äventyr drömde jag om ett världsrekord, global berömmelse och om en odiskutabel ära. Mina förväntningar var stora, drömmarna var många.
Vad jag absolut inte drömde om var att äventyret skulle sluta i en katastrof, ett livsfarligt haveri 500 sjömil från närmaste kontinent. En förlisning som troligen berodde på en olycklig kollision med en av ödet felplacerad val.

Äventyret blev för mig trots allt optimalt. -Jag överlevde med minsta möjliga marginal.
