Safety is of primary concern before, during, and after the Event. Follow all manufacturers guidelines and generally accepted Amateur Radio practices, including, but not limited to, those set forth in the American Radio Relay League Handbook, for installation and operation of equipment and antenna systems. Survey the station, antenna systems and surrounding area for safety hazards. Do not install equipment or antennas or operate a station if unsafe conditions exist. Forego operation and/or participation in the Event in lieu of engaging in unsafe installation and/or operation. Activity in and around the station should be conducted safely and lawfully and in full compliance with Event rules and all school regulations, local, state, and federal laws. Participants engage in the Amateur Radio endeavor at their own risk and are solely responsible for any consequences of their acts. Event: The event shall be called the "Collegiate QSO Party" (the "Event"). Sponsor: Collegiate Amateur Radio Association, Inc. ("CARA"). Purpose: To promote activity at and among collegiate Amateur Radio clubs. Dates/Time: 1200 UTC Saturday September 21 to 0400 UTC Sunday September 22, 2002 Entries: Submit Logs, Summary Sheets, and Dupe Sheets, postmarked by October 31, 2002 to: CARA P O Box 150232 ALEXANDRIA, Virginia 22315-0232 USA or as an attachment to e-mail transmitted no later than 0400 UTC October 31, 2002 to: qsoparty(at)collegiatehams.com Entries submitted via e-mail must be in Cabrillo format. Participants are solely responsible for ensuring that their electronic entries are free from any problems that would hamper CARA's ability to review them, including, but not limited to, computer viruses. Entries submitted via e-mail that cannot be reviewed by any reasonable effort by CARA shall not be accepted and the Participant shall be disqualified. CARA shall confirm that such entries have not been accepted only upon written request. Participants are solely responsible for ensuring that their e-mail entries are virus free. Entries submitted via e-mail that are quarantined for any reason by virus detection software used by CARA shall not be accepted and the Participant shall be disqualified. CARA will confirm that quarantined e-mail entries have not been accepted only upon written request. Operator Categories: • Category A: Single Operator - One operator performs all operating. Only one transmitter may be on the air at a time; • Category B: Multi Operator/Single Transmitter - Two or more operators perform all operating. Only one transmitter may be on the air at a time; • Category C: Multi-Operator/Multi-Transmitter - Two or more operators perform all operating. Two or more transmitters may be on the air at a time. Event Rules: Operation must be limited to one of the categories set forth in "Operator Categories" herein. Participants shall fall under one of three classes: (A) an organized collegiate club with a club call sign, (B) an organized collegiate club without a club call sign using the call sign of a club member, (C) a non-collegiate station (the "Class(es)"). The term "collegiate" is defined to mean an accredited post-secondary educational institution. Collegiate stations must be fixed or portable (no mobile operation). Non-collegiate stations (Class C) may operate fixed, portable, or mobile. Work stations once per band/mode. No cross-mode or repeater QSOs. Spotting nets, DX clusters, etc., may be used to locate other stations. No self-spotting is permitted. All operators must observe the limits of their operator’s license. Alumni collegiate club members, faculty members who are licensed Amateurs, and/or club station trustees may operate the club stations during the Event. All submitted scores are considered unofficial until reviewed and approved by CARA. CARA reserves the right to establish ranking criteria for purposes of scoring and/or awards, and the right to change ranking criteria without notice. Logging, Summary Sheet, Dupe Sheets: Competitors submitting paper logs are required to submit a summary sheet and (for logs with 100 or more QSOs) dupe sheets. Log sheet(s) must clearly show the date, time in UTC, band, mode, call signs of all stations worked, sequential QSO number sent/received, and report sent/received. Competitors submitting electronic logs in Cabrillo format are also encouraged to submit summary sheets (in the form of an ASCII text file,) although they are not required. Participants may use the summary sheet - http://www.collegiatehams.com/qsopartysum.htm -, dupe sheet - http://www.collegiatehams.com/qsopartydup.htm -, and log sheet - http://www.collegiatehams.com/qsopartylog.htm - forms available at the CARA Web Site. A Summary Sheet must include the following: name of collegiate club or college or university represented, call sign, operator category, type of operation (fixed, portable, mobile), total bonus points claimed and the basis for the claim, mailing address and e-mail address, call signs of all operators, and a signed statement that all Event rules were observed. Competitors are encouraged to also include full description of station equipment, power output, and antennas used, to include comments on their contest experience, and to include photographs or digital images of their stations or contest weekend events. Dupe sheet(s) by band and mode are required for paper logs with 100 or more QSOs. Scoring & Penalty(s): Earn 1 point per Phone QSO, 1 point per CW/digital QSO, and an additional 19 points per QSO made with a collegiate club station. Bonus points may be earned as follows: • (1) QRP stations (10 Watts output or less) add 10 bonus points for each 50 QSOs logged; • (2) Participants in Classes A or B add 25 bonus points for submitting written proof of a QSO between a top-level administrator of their educational institution (e.g., the Dean, President) and any station worked during the Event ("Administrative QSO"). Proof of an Administrative QSO in the form of a letter signed by the top-level administrator who made the Administrative QSO, must be affixed to the Summary Sheet and submitted to CARA with the required contest documents; • (3) Participants in Classes A, B, or C add 19 bonus points for working a designated CARA station for a total of 20 points for the QSO (the "Designated Station"). This bonus available only once during the Event. However, Participants may work the Designated Station on multiple bands/modes for regular QSO credit (1 point per QSO). 2002 Designated Station: W4C. Multipliers: Each collegiate club QSO counts as a separate multiplier on each band-mode. Example: working the University of Iowa on 80CW, 40SSB, 40CW, 40PSK, and 15SSB earns five multipliers. Final score is ((QSO points + bonus points) x multipliers). Penalties. Self-spotting of collegiate stations by their operators or club members during the Event may subject the club to disqualification or other penalties. Valid Contact: The same station may be worked once per mode per band for QSO credit. A station may only be worked for credit in the portion of the band that is generally accepted for the mode used. On any band, a station may be worked once on phone (in the phone segment) once on CW (in the CW segment) once on RTTY (in the Digital segment) and once on PSK31 (in the Digital segment). Cross mode, cross band, and repeater contacts are not valid QSOs. A complete exchange must be logged for each valid QSO. Exchange: College clubs (class "A" or "B" entrants) send serial number and the name of the college or university. Non-collegiate (class "C") entrants send serial number and a personal name (the "Report"). On digital modes, collegiate entrants are encouraged to abbreviate "University" with "U", "College" with "C", and "Technical" or "Vocational" with "T". Example: WŘIO, University of Iowa ARC send report "NR 123 U IOWA" on CW/RTTY/PSK31 or "Number One-Hundred-Twenty-Three, University of Iowa" on phone. Example: A single operator at Dartmouth College, W1ET, might send the report "NR 312 DARTMOUTH C" on CW/RTTY/PSK31 or "Number Three-Hundred-Twelve, Dartmouth College" on voice. Example: non-collegiate single operator N1YC might send the report "NR 007 JAMES" on CW/RTTY/PSK31 or "Number Seven, James" on phone. Participants should follow standard contest practices by making and responding to "CQ Collegiate QSO Party" calls on phone, or "CQP" on CW. Frequencies: Contestants may use the 160 meter, 80 meter, 40 meter, 20 meter, 15 meter, and 10 meter Amateur bands, on CW, RTTY, PSK31, or SSB Phone. No repeater, satellite, WARC band, or FM QSOs allowed. Suggested frequencies are as follows: CW: 1805 kHz and 20-50 kHz up from band edge on other bands; Phone: 1845 kHz, 3850-3880 kHz, 7225-7255 kHz, 14235-14285 kHz, 21350-21400 kHz, and 28300-28400 kHz. RTTY/PSK31: anywhere in the digital subbands. These recommendations are only meant as guidelines to help Collegiate QSO Party participants find one another, and are not to be considered strict limitations on frequencies available for use. Awards: CARA may provide recognition of Participants who earn a top score(s) in the Event through the granting of an award(s). Physical awards, e.g., trophies, certificates, may be available for a fee to be established by CARA. Participation in Event: Participants agree (1) to be bound by the Event Rules, and (2) that the decisions of CARA shall be final with regard to acceptance of log materials and scores, and disciplinary action. You assume sole responsibility for any damage or injury, including death, which may arise as a result of your participation in the Event. You agree to indemnify and hold harmless from all claims by third parties, CARA, its past and present directors, officers, employees, members, representatives, agents, successors, assigns, and legal counsel. Indemnification shall include, but shall not be limited to, liability arising from participation in or preparation for the Event. CARA makes no representation regarding the appropriate use of Amateur Radio equipment and/or power sources. The installation and operation of Amateur Radio equipment and antenna systems may involve exposure to hazards that may endanger the life, health and safety of participants and bystanders, and/or cause property damage. Safety is of paramount importance in the pursuit of the Amateur Radio pastime. Before engaging in any Amateur Radio activity, participants should independently educate themselves in how to safely install and/or operate Amateur Radio equipment and related systems. Obtain expert instruction or services where necessary. Obey all applicable laws and regulations. Participants engage in the Amateur Radio endeavor at their own risk. Disqualification: Inappropriate on-air conduct by participants (including individual operators), including but not limited to illegal and/or unsportsmanlike conduct ("Offense(s)"), shall not be tolerated by CARA. Participants who commit Offenses during the Event, including those that reflect unfavorably on the collegiate Amateur Radio community, CARA, or the Amateur Radio service generally, shall be subject to disqualification or other appropriate disciplinary action by CARA. Disciplinary action may be taken at the discretion of CARA at any time during or after the Event. CARA may, in its discretion, penalize participants responsible for Offenses through disqualification, revocation of award(s), banning participants from the Event permanently or for a period of years, or by any other manner deemed appropriate by CARA. The aforementioned actions and remedies shall also be available to CARA in instances of cheating by participants.
