There is one class for all stations.
- Count 1 point per phone QSO
- Count 2 points per CW/RTTY/digital QSO

Certificates will be awarded in the following categories:
- Within Delaware: First, Second and third highest score
- Within each Delaware county: Highest score
- Others: First, second and third highest scores

Logs must be postmarked by 10 March, 2004.
